*Decision 280/2004/EC concerning a mechanism for monitoring Community greenhouse gas emissions and for implementing the Kyoto Protocol
The decision spells out how greenhouse gas emissions are to be monitored and reported.

Dublin failed to identify polluted waters and nitrate vulnerable zones, and did not establish action and monitoring programmes required by the Council Directive 91/676/EEC of 12 December 1991 concerning the protection of waters against pollution caused by nitrates from agricultural sources.
